Business Cultures: Philippines
Key Cultural Traits in Business
Hiya is the Filipino concept of propriety and social acceptance — avoiding actions that bring shame or cause others embarrassment. Filipino business counterparts will rarely say 'no' directly; instead, they will say 'maybe', 'we'll see', or go quiet. Learn to read indirect refusal signals. Never put a Filipino counterpart in a position where they must publicly admit a problem or failure.
Filipino business culture is genuinely warm and personal. Small talk about family, Filipino culture, food, and basketball is not filler — it is relationship investment. Turkish exporters who approach Filipino meetings with authentic personal interest rather than purely transactional intent will build faster, deeper commercial trust. The connection between Turkish and Filipino hospitality cultures is a genuine commercial asset.
Filipino organisations are hierarchical. Decisions are made by the most senior person, who may not speak much in meetings. Address superiors formally (Dr., Sir, Ma'am) and be aware that junior staff present in meetings may not have authority to commit. Always send meeting summaries upward through the hierarchy, not just to your meeting contact.
Pasalubong is the Filipino tradition of bringing gifts when returning from travel. Bringing a small, quality Turkish gift (Turkish delight, ceramic, artisanal food) to a Filipino meeting is culturally resonant and commercially memorable. It signals genuine appreciation of the relationship rather than treating it as purely transactional.
Meetings often start 15–30 minutes late (Filipino Time). This is a cultural norm, not disrespect. However, as a Turkish exporter, arrive on time — it signals professionalism and is appreciated even if your counterpart arrives late. Government meetings tend to start closer to schedule than private sector ones.
Regulatory & Market Access Overview
Medical devices are regulated by FDA Philippines under the Medical Devices Act (RA 9711). A 4-class risk-based system applies. CE Mark (EU MDR) or FDA US clearance is accepted as primary quality evidence. A Licensed Medical Device Establishment (LMDE) — a Filipino-incorporated entity — is mandatory as importer. Class C and D devices require full technical dossier submission to FDA Philippines. Registration takes 6–18 months. FDA Philippines participates in ASEAN AMDD harmonisation. English is the official language — no translation required for IFU or labelling, a significant cost advantage.
Part 03Procurement Culture & Key Channels
Philippine healthcare procurement operates through the Department of Health (DOH) government hospital network, PhilHealth-accredited facilities, and a large private sector. Major private hospital groups include St. Luke's Medical Center, The Medical City Group, Makati Medical Center, and Cardinal Santos Medical Center. DOH procurement uses the PhilGEPS (Government Electronic Procurement System) portal. PhilHealth's UHC expansion is creating structured procurement programmes for newly covered health facilities across provinces. Private hospital procurement is managed by in-house procurement departments.
Part 04Practical Tips for Turkish Medical Exporters
- English labelling is fully accepted — no Filipino language translation required for IFU or packaging, making the Philippines one of the most cost-efficient markets to launch in Asia
- LMDE appointment is a legal prerequisite for registration — select a distributor with existing DOH and private hospital relationships and an active LMDE license
- PhilGEPS portal: all DOH government hospital tenders are published here — monitor regularly for your product categories
- Bring pasalubong — a small quality Turkish gift creates memorable goodwill; baklava or Turkish delight is genuinely appreciated
- St. Luke's Global City and Makati Medical Center set private hospital procurement standards — a reference installation at either is commercially influential across the private sector
- UHC Act provincial procurement: DOH is procuring equipment for newly covered provincial health facilities — this is ongoing and accessible for CE-certified suppliers
- Manila traffic: schedule meetings allowing 45–60 minutes between appointments; Manila traffic is severe and unpredictable — back-to-back tight schedules are unrealistic
- Typhoon season (June–November): logistics planning must account for typhoon disruptions to sea freight and internal distribution — maintain safety stock with your Manila distributor
